The Prime Minister was appealing to the public to value disabled people in the wake of the Draft Law on the Rights of People with Disabilities, approved by the Council of Ministers Feb 1.

“If you see someone who is blind, crippled, or has amputations, please don’t talk about them based on their appearance,” he pleaded, adding that the language used by Cambodians about disabled people was extremely bad.

He asked all governmental and private facilities to build ramps to make their premises accessible to disabled people.

The premier said the draft law requires that all employers with more than a certain number of employees will also be required to employ a proportional number of disabled people, but that the disabled people should be appropriately skilled.

Boun Mao, executive director of the Association of the Blind in Cambodia, voiced his optimism for the passing of the draft law. He hoped it would lead to the improvement of living conditions for disabled people.

“The law will provide a good opportunity for people with disabilities to gain equal access to employment,” he said. “In developed countries such as the US, Japan, Korea or Thailand, the law sets quotas for factories or companies to employ the disabled, and if they don’t employ them, the companies are required to make a contribution to a fund for the disabled.”

Ho Vandy, managing director of World Express Tours and Travel, and president of the Cambodian Association of Travel Agents, said he would not be against employing disabled people in his company, as long as they were suitably qualified. “If the draft law is passed, I may employ the disabled to work in design or administration,” he said.

Soum Sambath, executive director of Cam-Paint Manufacturing, said his factory employees were mostly engaged in heavy labor, so seriously disabled people may be unable to do the work, while slightly disabled people would probably find it possible.

“I don’t mind employing people with disabilities if they are capable,” said Sambath. He said there were no disabled people at his factory at present. “When I recruited workers, no disabled people came to apply for jobs,” he said.

The disability draft law -14 chapters with 60 articles - was prepared by the Ministry of Social Affairs, Veterans, and Youth Rehabilitation.     by Nguon Sovan

First Blog Training for People With Disabilities in Cambodia

Dear all,

After civil war in Cambodia during the year 1975 to 1979  leave alot of disabled people, most of them living in the remote areas in the dificult situation and environment, they are always met the discrimination from the other people in the society eventhough alot of local & international NGOs and government do the awareness rasing to support and help them, But PWDs some time they would to say, to speak, to express their world, theire voice in the communities, local society and to the world of their situation and seeking for help. So that why we conduct the additional skill call ”Blog Training Workshop” on 19 December, 2007 at the National Centre of Disabled Persons.

Throught this training course we hope that they will knew: What is the new free technology media: What is Blog? How is Blog working? How to create Blog? What is the advantage of the Blog? we hope Cambodian disabled people understand and will have abilities to create and use Blog and will knew cleary about the advantage of using the new free technology media system.

On 5th November 2007 the Open Forum of Cambodia organized the workshop at World Vision Cambodia. The workshop had found and come out the result and recommendation as bellow:

1- National Firewall: The workshop could not explaination of Cambodia have National Firewall or not, but NiDA will take the recommendation through this workshop to tell the government especially about the policies of internet using in Cambodia related to the protechtion from hackers, viruses, and illigal web sites (sex, acohold, ….etc).

2- Cambodia Internet Services Providers Associoation & Internet Connection Prices: Currently Cambodia still have the high prices of internet connection if compare to the countries next to us, because of all of the ISP must be pay the hight tax and rent lines: Firbure Optic, Telephone line, Gatway, …etc to connect to the international network and this issues its also related to the limited of the internet users (Ms. Sok Chinda, the managing director of Angkornet siad). The workshop found and recommend that all of ISP in Cambodia should joining together to be on ISP Association to request to the Cambodia Government of reducing of rental and taxation of the internet using in Cambodia and fireber obtic line, the main purpose is to reduce the prices of the internet connection in Cambodia in the future and to make chance of prople living in the province and access & using internet.

3- Electricity & Internet Connection in Rural Areas: The workshop also show one pilot project call “One Labtop Per Child” and they are also show the small kid computer labtop that take only 5vol of electricity, but the problem is one the people in Rural Area have a few people can use computer and the internet and lake of internet connection. This workshop request to the Open Forum of Cambodia to continue to train people in the coundtries side on how to use the computer in 24 provinces because the computer is the key to upgrade knowledges of people living in the society to get and sharing information. 

4- Khmer Unicode: It working smooth with opensource but some time not good with Microsoft Windows: Windows Vista all version are also building of Khmer Unicode. If some people still using Windows XP they must be download and install the latest version of Khmer Unicode from http://www.khmeros.comor from another websites. This issue it related to bloge in Khmer for Cambodian people easy to read because most of the people living in Cambodia about 75% are in countryside and most of them can’t read English language.

In my opinion, through this workshop if in the future in the province or countryside or remote areas Cambodian people can access the internet with low price are very interesting for disabled people can make blogs, get and sharing information for better and standard living and participant in political and economic in the society.
