On 5th November 2007 the Open Forum of Cambodia organized the workshop at World Vision Cambodia. The workshop had found and come out the result and recommendation as bellow:
1- National Firewall: The workshop could not explaination of Cambodia have National Firewall or not, but NiDA will take the recommendation through this workshop to tell the government especially about the policies of internet using in Cambodia related to the protechtion from hackers, viruses, and illigal web sites (sex, acohold, ….etc).
2- Cambodia Internet Services Providers Associoation & Internet Connection Prices: Currently Cambodia still have the high prices of internet connection if compare to the countries next to us, because of all of the ISP must be pay the hight tax and rent lines: Firbure Optic, Telephone line, Gatway, …etc to connect to the international network and this issues its also related to the limited of the internet users (Ms. Sok Chinda, the managing director of Angkornet siad). The workshop found and recommend that all of ISP in Cambodia should joining together to be on ISP Association to request to the Cambodia Government of reducing of rental and taxation of the internet using in Cambodia and fireber obtic line, the main purpose is to reduce the prices of the internet connection in Cambodia in the future and to make chance of prople living in the province and access & using internet.
3- Electricity & Internet Connection in Rural Areas: The workshop also show one pilot project call “One Labtop Per Child” and they are also show the small kid computer labtop that take only 5vol of electricity, but the problem is one the people in Rural Area have a few people can use computer and the internet and lake of internet connection. This workshop request to the Open Forum of Cambodia to continue to train people in the coundtries side on how to use the computer in 24 provinces because the computer is the key to upgrade knowledges of people living in the society to get and sharing information.
4- Khmer Unicode: It working smooth with opensource but some time not good with Microsoft Windows: Windows Vista all version are also building of Khmer Unicode. If some people still using Windows XP they must be download and install the latest version of Khmer Unicode from http://www.khmeros.comor from another websites. This issue it related to bloge in Khmer for Cambodian people easy to read because most of the people living in Cambodia about 75% are in countryside and most of them can’t read English language.
In my opinion, through this workshop if in the future in the province or countryside or remote areas Cambodian people can access the internet with low price are very interesting for disabled people can make blogs, get and sharing information for better and standard living and participant in political and economic in the society.

Who Are They?
The Children’s Surgical Centre (CSC) is operated by ROSEcharities, an international NGO without any political or religious affiliations. The CSC is recognised as the peak organisation in Cambodia providing a range of specialised rehabilitation surgical services, medical training and support directly to the people of Cambodia.
What Do They Do?
The CSC aims to improve the quality of life for Cambodian children in need by providing rehabilitation surgery and general rehabilitation programs. Integral to this mission is a program of training local surgeons and health workers, focusing on the development of sustainable health services. CSC provides a wide range of surgery, encompassing facial reconstruction, orthopaedic surgery, eye surgery, and plastic & burn surgery.
CSC’s experience shows that:
- Suitable rehabilitation surgery is easy to organise, inexpensive (from $35 per operation), and is highly effective.
- Surgical rehabilitation is beneficial to the patient, to their family, and to Cambodian society.
- Locally trained surgeons can readily learn how to perform the procedures.

Of course people living in the global society in basic needs they are have to do the work or business for drinking, eating, clothing, health care, and education.
Regarding to the global and social development for underdeveloping country, Cambodia needs the participant both the local communities (PWDs themself), government and international organization. In Cambodia their are a lot of landmine survivor and children with disabilities they are waiting for help and support them to help themself buy by providng the skill training, jobs, legal, and small business in the workplace. If disabled people have all these with fully participant of the government in good governent so they can living indipendent and fully participant in the Cambodia society.
If we talk about the independent living of people with disabilities it is easy to say but very difficult to implement. Cambodia needs a big fund & budget from both own government and organization to support. The national strategic for development it will not an effictive if the implimentation could not be done. The action plan for the relevance NGOs or Agencies are also the main objective to reach the vision, mission, and goal of the master plan for government of Cambodia to help and support Cambodian people with disabilities.

Currently Cambodia don’t have the actual data or statistic of disabled people because of the lack of fundding to support the PWD’s NGOs and MoSAVY to survey and collect the data.
Usely, I always saw some reports from the research institutes or research agencies they estimated in different number of the ammount of disabled persons in Cambodia.
According to theses issues it is the real important if we know the actual number of Cambodian Disabled Persons for an NGOs, INGOs, Government, and private sector to establish their programme and project to implimentation to support PWDs in Cambodia and as a goal of government to reduce the poor in Cambodia.
Disabled People Stratistic are also very important to develop Cambodia society because the poorest people came form disabilities, as we knew there are a lot of mine (million) found & distroyed by CMAC in Cambodia from 1992 to present and according to the reports of CMAC and The National Authority of Mine siad: in Cambodia Their are 3 to 4 people affected mine some died and being disabled people; other more Cambodian Poeple going to be disabled persons in every day cause of trafic accident if referred to Handicap International Report 2006.

Five Cambodian Government ministries and their line departments directly or indirectly offer social welfare support for the general population, including people with disabilities. These ministries are mainly responsible for providing opportunities to PWD to be included in mainstream society. However, as PWD are not their specific target groups, programmes and projects are usually designed for the general population. The five ministries are:
- Ministry of Social Affair Veteran and Youth Rehabilitation (MOSAVY)
- Ministry of Education, Youth and Sports (MOEYS)
- Ministry of Women’s Affairs (MOWA)
- Ministry of Health (MOH)
- Ministry of Rural Development (MORD)
The Ministry of Social Affair Veteran and Youth Rehabilitation (MOSAVY) is the core ministry with the responsibility for providing rehabilitation and vocational skills training services to PWD. Within MOSAVY, the Department of Rehabilitation and the Department of Children’s Welfare are responsible for carrying out and supporting activities relating to PWD, including Children with Disabilities. Provincial Rehabilitation Centres, under the Department of Rehabilitation, provide free-of-charge rehabilitation services to PWD.Within the Ministry of Education, Youth and Sports (MOEYS), a Special Education Office is responsible for promoting inclusive education for children with disabilities.The Ministry of Women’s Affairs (MOWA) is responsible for all affairs relating women in Cambodia.
Almost 50 percent of the 1999 National Budget was allocated to defence and national security – nearly twice as much as the health, education, environment, social and women’s affairs sectors combined. This imbalance has decreased only slightly since then. In practice, therefore, due to the lack of resources of government ministries, NGOs and international organisations have been the main implementers of programmes and services for PWDs.
To avoid overlapping of services and to maximise the use of resources, as well as to strengthen collaboration between relevant government institutions and NGOs working in the disability and rehabilitation sector, the Disability Action Council was established in 1997. More details are available in the About DAC section of this website.
Each ministry has provincial offices; however, only cities and larger provinces have district offices. Accessibility to rural areas, where most PWD are concentrated, is severely hampered by the under-developed infrastructure. Collaboration between relevant ministries thus needs to be forged to address the needs of PWD. As the government has limited resources to implement activities, NGOs and international organisations implement most activities at the community level.
